The house sits next to City Dock, inside the Annapolis historic district. The Maryland State House, the House and Senate office buildings, Main Street, the Naval Academy gate — all of it is a few minutes on foot.
Which means that from mid-January to mid-April, you walk. No garage, no shuttle, no circling State Circle looking for a space at 8:40 in the morning. Street parking is arranged for two vehicles for the days you need a car, and paid garages are close by. Most tenants park once in January and don't move it.

Is parking available in downtown Annapolis?
Street parking is arranged for up to two vehicles, and paid garages are close by if you need more. In practice most tenants park once in January and walk everywhere for the rest of session — which is the point of being downtown.

Do you need a car in Annapolis during session?
Not if you're staying downtown — the State House, the House and Senate office buildings, Lawyers Mall and Main Street are all a few minutes' walk from the house. BWI is about thirty minutes away by taxi or rideshare, Anne Arundel County runs a free BWI Express bus into Annapolis, and MTA commuter buses connect Annapolis with Washington and Baltimore. What should a firm or association budget for a session presence?
Compliance is the small line and housing is the big one. The Maryland State Ethics Commission charges $100 per lobbyist registration — one registration per lobbyist per client — and activity reports covering the session are due by May 31. Can a legislator's session lodging be paid directly by the state?
Yes — and the paperwork favours a lease. The Department of Legislative Services' guidelines provide that all lodging during the legislative session for a period known in advance must be paid directly by the Department, on a properly executed lease or signed invoice. Reimbursement is capped at the current published federal GSA daily per diem rate for lodging in Annapolis. What is the GSA per diem rate for Annapolis for the 2027 session?

How far ahead should we arrange session housing?
Well before the New Year. The historic district holds a fixed number of whole-house rentals within walking distance of the State House, and every session tenant is shopping in the same eight-week window — what is left in January is hotel nights at January rates. A full-session term with a move-in week and a pack-out week runs January 6 to April 20, 2027, which is 104 nights. What is there to do in Annapolis on session weekends?
More than people expect, though not everything. The Maryland State House itself is open to the public every day from 8:30 a.m. to 5:00 p.m. except Christmas and New Year's Day, the Banneker-Douglass-Tubman Museum is free and open Tuesday to Saturday, and the county farmers market runs a winter market every Sunday morning from January through March. The William Paca House, by contrast, is closed until March 18, and the MTA commuter buses do not run on Saturdays or Sundays at all. Why is the 2027 session different from other years?
Because it is the first session of a new four-year term. Maryland's Gubernatorial General Election falls on November 3, 2026, and the official ballot carries the whole General Assembly — State Senator and House of Delegates — alongside Governor. The Governor's term commences on the third Wednesday of January next ensuing the election, January 20, 2027, one week after the session convenes on January 13.
